The Arkansas Department of Finance and Administration (DF&A) requests proposals for the Promoting Access, Coordination, and Transformation (PACT) initiative, a core part of the Arkansas Rural Health Transformation Program. PACT is designed to modernize Arkansas’s rural health system, expand access to care, and improve provider coordination through integrated networks, workforce alignment, and technology-enabled infrastructure. Competitive, multi-category grants are available to eligible rural entities demonstrating collaborative and system-wide impact.
Eligible applicants include healthcare providers, hospitals, clinics, behavioral health providers, EMS, public health agencies, and community partners serving rural and underserved areas of Arkansas. Applicants must demonstrate organizational readiness and, where applicable, participation in regional or collaborative initiatives. Standalone efforts are not eligible.
