This Request for Proposals (RFP) solicits competitive, sealed proposals from qualified entities to establish and operate the Center for Rural Health Sustainability & Innovation (CRHSI). CRHSI will support the implementation of the RHTP in New Mexico, funded by a federal award of $211.5 million for program year one (FFY2026). The selected contractor will provide statewide technical assistance, education, partnership development, operational support, policy advocacy, and data analytics to strengthen rural, frontier, and tribal healthcare sustainability. The expected annual funding for the CRHSI contractor is estimated between $3 million and $6 million, dependent on final HCA funding allocations. The performance period begins as early as August 1, 2026. Only one award will be made, but subcontracting is permitted.
Eligibility
Eligible applicants include qualified non-profit entities, public entities, technical assistance organizations, consulting firms, or community-based organizations with demonstrated experience in rural health program design, implementation, evaluation, policy, or technical assistance at a statewide level. Applicants must demonstrate organizational capacity to fulfill RHTP and HCA contractual requirements, provide three references, and comply with all federal and state procurement statutes.

Eligible applicants must be licensed New Mexico Medicaid Enrolled Providers who are actively serving Medicaid patients. This includes rural health care facilities and rural health care providers. Services must be provided in a New Mexico county with a population of 100,000 or fewer or in a rural high-needs geographic health professional shortage area (HPSA). Tribally operated health care facilities are also eligible. Certain areas of Bernalillo, Santa Fe, and Doña Ana counties are excluded.

Applicants must submit a complete electronic proposal including: project narrative, detailed cost proposal, organizational experience section, three organizational references, business specifications (pass/fail), Campaign Contribution Disclosure Form, Letter of Transmittal, Organizational Reference Questionnaire, and a performance monitoring/reporting plan.
