West Virginia Newborn Hearing Screening Project

Summary

Supports West Virginia Hands & Voices in delivering statewide parent-to-parent follow-up services, parent support education, and family activities for infants referred to the Newborn Hearing Screening (NHS) Project. Services help deaf and hard-of-hearing (DHH) children and families navigate the Early Hearing Detection and Intervention (EHDI) system. Funding is for April 1, 2025, through March 31, 2026, with emphasis on parental engagement, timely outreach, and required data/reporting functions as described in NHS and Early Hearing Detection and Intervention guidelines.

Requirements Checklist

• Applicants must: provide a proposal narrative (editable text file) with introduction, coverage area, objectives, activities, outputs (performance measures), and timeframe; submit a detailed line-item budget (DLIB) with justification; complete the Sub-recipient Information Form (DHHR Finance A-1000, signed, address/zip matching CCR); submit a Grantee Contact List with at least two staff covering all reporting and grant facets; maintain SAM.gov and WV Secretary of State registration. If requesting startup funds, submit a separate startup budget and justification for non-recurring costs (e.g. training, equipment, fees) per Section Three of the AFA. All proposals must be submitted via both the WVOASIS VSS Portal and email to DHHRBPHGrants@wv.gov.
