The Department of Vermont Health Access and Agency of Human Services seek technical and actuarial assistance to support Vermont Insurance Marketplace Affordability Strategies. The successful vendor(s) will conduct a statewide policy assessment, advance strategies for improved access and affordability, prepare and negotiate federal waivers and applications, and provide subject matter expertise and ongoing technical assistance for program design and implementation. This is part of Vermont's $195 million RHT grant supporting a five-year rural health transformation effort.
Eligible applicants include organizations with demonstrated experience in health insurance marketplaces, affordability strategies, and federal waiver applications. Bidders should have expertise in statewide policy assessments, program implementation, and providing technical assistance relevant to health insurance marketplaces, particularly within Vermont or similar state-based programs.
