The South Dakota Department of Health, Office of Rural Health and Emergency Services (ORHES) seeks a contractor to provide strategic leadership and operational support advancing rural healthcare transformation initiatives statewide. Services include strategic planning, stakeholder coordination, program development, operational support, grant and contract administration, technical assistance, evaluation, and reporting. Scope encompasses strengthening rural health systems, workforce development, EMS capacity, and supporting rural, frontier, and tribal communities. Anticipated contract is not to exceed $500,000 for the first year (August 1, 2026 – July 31, 2027), with options for up to three additional one-year renewals.
Eligible applicants are highly qualified contractors or organizations with expertise in rural healthcare systems, workforce development, EMS systems, grant and contract administration, stakeholder facilitation, and project management. Preference for contractors experienced in healthcare transformation supporting rural, frontier, and tribal communities. Contractor must not be debarred/suspended/ineligible from federal or state transactions.
