Statewide Data Spine

Summary

Competitive solicitation for the West Virginia Rural Health Transformation Program (RHTP) to design, develop, implement, and operationalize a Statewide Data Spine as part of the Connected Care Grid initiative. The Data Spine will create a unified, secure, and interoperable data infrastructure to integrate, standardize, and enable exchange of multi-source data across clinical, claims, community, workforce, and public health systems to advance rural health transformation. Supported by CMS (HHS) financial award #RHT26*4 totaling $199,476,098.72 (100% federally funded). Proposals are evaluated based on best value, not lowest cost. Submission through WV Oasis Vendor Self Service (VSS) portal required. Eligibility

Eligible applicants are technology vendors (including Health IT Solution Providers and Consulting Firms) with demonstrated prior experience in statewide health data infrastructure projects. Vendors must provide proof of technical capacity for secure, interoperable integration of clinical, claims, community, workforce, and public health data. Compliance with OMIS Policy #0529 and OP-35 is mandatory, including fingerprint-based state and federal background checks at hiring and every three years, and submission of authorized staff lists and background check results. Small, women-owned, and minority-owned businesses may claim preference if certified under WV CSR § 148-22-9 prior to award.
