This RFP from the Minnesota Department of Health solicits proposals from external vendors to provide technical assistance to rural health care providers and subgrantees participating in Minnesota’s Rural Health Transformation Program (RHTP). Technical assistance providers will support Health Information Technology (HIT) system assessment, planning, implementation, and sustainability activities for rural hospitals, clinics, federally qualified health centers, tribal organizations, and related subgrantees. The contract will include HIT advisory reviews, conflict-of-interest monitoring, and strategic guidance to support effective rural HIT adoption. Estimated 125-150 provider organizations are anticipated to participate annually. Award amount for advisory services is up to $900,000 in the first round. This is NOT a grant to rural providers, but a technical assistance/vendor opportunity for FY2026-2027.
Eligible applicants are external vendors able to provide technical assistance on Health Information Technology to rural hospitals, clinics, federally qualified health centers, tribal organizations, and related subgrantees. The State encourages participation from Minnesota-based small businesses owned by minorities, women, veterans, or those with substantial physical disabilities.
