The Minnesota Department of Health is soliciting proposals for the Rural Health Transformation Program: Statewide Tele-buprenorphine Access Line. The program supports planning, development, and implementation of a centralized tele-buprenorphine (telebupe) access line to deliver on-demand medication for opioid use disorder (MOUD) via phone or video, with particular emphasis on rural and underserved populations. The selected grantee must ensure the service operates at least 60 hours per week, provides rapid clinical assessment and prescription access, facilitates warm handoffs to local providers, and establishes a sustainable billing model by the end of the 5-year award period.
Eligible applicants are hospitals, federally qualified health centers, rural health clinics, tribal health organizations, behavioral health organizations, and telehealth providers enrolled in the Minnesota Health Care Programs (MHCP).
