Vermont has received a Rural Health Transformation (RHT) grant of $195 million in Year One of a five-year opportunity. This subrecipient grant opportunity will establish a shared human resources information system (HRIS) for Vermont healthcare providers. The unified HRIS will centralize core HR functions such as benefits administration, payroll, recruitment, onboarding, licensure tracking, and compliance, while allowing each participating hospital and community partner to manage specific tasks securely. The system aims to streamline workforce management, reduce administrative costs, improve workforce mobility, enable flexible staff scheduling, and support care across regions. Participation by healthcare providers is voluntary.
Eligible applicants are provider consortiums composed of Vermont healthcare providers. The consortium may be an existing legal entity or formed specifically for this opportunity. Additional eligibility details are provided in Section 2.1 of the NOFO. The lead applicant must be a Vermont located healthcare provider or consortium of such providers.
