The Nevada Rural Health Outcome Accelerator Program (RHOAP), part of the RHTP, is a five-year cooperative initiative between the Nevada Health Authority (NVHA) and the Centers for Medicare & Medicaid Services (CMS). In Budget Period 1 (BP1), $26.9 million will support evidence-based initiatives targeting rural health outcomes in Nevada. Funded areas include chronic disease prevention, access to primary and oral health care, behavioral health (particularly mental illness, suicide prevention, and substance use among pregnant women and youth), and maternal/infant health. The RFP is expected in May 2026 for State of Nevada-registered vendors. BP1 funds must be obligated by October 30, 2026, and liquidated by September 30, 2027. This Request for Applications (RFA) provides $1,298,985 in subaward funding for rural Nevada schools to implement the Presidential Fitness Test, supporting disease prevention and improved health outcomes. The initiative is part of the state's RHTP and is funded through CMS grant #RHTCMS332074-01, authorized by the One Big Beautiful Bill Act (H.R. 1, 2025).
Eligible applicants include, but are not limited to: rural hospitals and healthcare providers in Nevada that operate in rural counties (e.g., rural hospitals, certified community behavioral health clinics, federally-qualified health centers, tribal health clinics, primary care providers including dentists, behavioral health providers, EMS providers, paraprofessionals, school health services programs, school-based health centers, other health clinics, and other healthcare providers). Non-profit, governmental, and for-profit health care organizations are eligible. NVHA may also consider proposals from non-rural or out-of-state hospitals and healthcare systems if supporting rural training programs for rural provider systems, with strong community/tribal support letters or MOUs. Applicants must be registered vendors with the State of Nevada. Detailed eligibility requirements will be outlined in the released RFA. Early registration via NV Vendor Services is encouraged. Applicants must be either the Nevada Department of Education or the State Public Charter School Association, representing eligible elementary, junior high or middle schools, high schools, special schools, or charter schools in rural Nevada (see NRS 388.020).
