Indiana RHTP Registry and Incentive Management System (RFP 26-87556)

Summary

the Rural Health Transformation Program (RHTP) goals by managing incentives and registry for rural physicians and clinical preceptors, aiming to expand the rural healthcare workforce, increase Graduate Medical Education capacity, and enhance clinical training in rural Indiana. The system must comply with state IT standards, privacy, and security, facilitating pilot launches, full deployment, and ongoing incentives tracking per award requirements.

Eligibility

Qualified vendors capable of developing, implementing, and maintaining a statewide technology system as defined in Section One of the solicitation. Respondents must meet requirements established by Indiana statute (including IC 5-22-9), and describe any subcontractor participation if used. Indiana-certified Minority & Women’s Business Enterprises (MWBE) and Indiana Veteran Owned Small Businesses (IVOSB) may participate as subcontractors, with supporting forms required per Attachments A and A1.

Requirements Checklist

• Vendors must deliver a technical solution meeting security, reporting, integration, and data management requirements. The system must implement a registry for health/preceptor participants, enable incentive tracking, compliance monitoring, secure access, and state data integration. Cloud-based solutions hosted in a state-owned tenant (Azure or AWS) are preferred. Proposals must follow the structure and evaluation points in Attachments F (Technical Proposal), F1 (Infrastructure Overview), F2 (Resource Usage Matrix), F3 (Artificial Intelligence Questions), and Attachment K (Scope of Work). Compliance with state cybersecurity and Minority/Women’s Business/IVOSB requirements must be documented (see Attachments A, A1).
