the Rural Health Transformation Program (RHTP), funded by CMS/HHS. The System will aggregate data from all Indiana hospitals and EMS for emergency management, behavioral health triage, support for care transitions, and integration with state/federal platforms. Responsibilities include system design, development, implementation, maintenance, and operation, with a five-year program window. Deliverables are phased pilots, full rollout, and future telemedicine integration. The procurement is funded in its entirety by CMS/HHS ($206,927,896.80).
Eligible offerors are qualified vendors or partnerships capable of deploying a network-based healthcare reporting and emergency management solution aligned with federal RHTP requirements. Respondents may propose their own solution or act as integrators for a third-party product. The awarded contractor must comply with all technical, operational, security, privacy, and interoperability specifications detailed in RFP 26-87448, Attachment K2.
