the Rural Health Transformation Program (RHTP). The contractor will conduct an assessment of provider readiness for ACO formation, analyze Medicaid ACO and bundled payment models, integrate managed care components, evaluate fiscal impacts, engage stakeholders, and develop actionable recommendations for value-based care transformation in Indiana's rural communities. The program is 100% CMS/HHS funded. Minority, Women, and Veteran-Owned Business (MWBE/IVOSB) participation is encouraged via Attachments A and A1. A pre-proposal conference is scheduled and proposals must be submitted through the Indiana Supplier Portal.
Eligible applicants must have substantial experience conducting statewide or multi-region health system feasibility and payment model analyses, including knowledge of Medicaid/Medicare ACOs and bundled payment mechanisms, rural healthcare operations, quantitative and qualitative research, and frameworks for value-based health transformation. Applicants must also demonstrate expertise in Medicaid, Medicare, and multi-payer financial modeling, and meet any certifications required for MWBE/IVOSB participation if seeking to fulfill subcontractor goals.
