The program emphasizes training, parent education, provider education, and strengthening of local partnerships to improve maternal and infant health outcomes.
Eligibility
Eligible applicants include Oklahoma-based nonprofit 501(c)(3) organizations, public or private agencies, tribal governments officially recognized by the federal government, and licensed health care providers or organizations with demonstrated experience in maternal health or doula services. Applicants must propose projects that serve rural and/or medically underserved communities as identified in Attachment A of the NOFO.

Requirements Checklist
Applicants must submit the official NOFO application form, program narrative not exceeding 10 pages (double-spaced), completed budget forms (Attachment C), letters of support, proof of non-profit status (if applicable), and signed OSDH Subrecipient Terms & Conditions. All application packages must be submitted through the Oklahoma Department of Health RHTP online portal by the deadline. All components and templates, including workplan/project plan templates (Attachments F & G), must be used as directed in the NOFO.
