The Kansas Department of Health and Environment (KDHE) is soliciting applications for the Emerging Technology Program, a key component of the Kansas Rural Health Transformation Plan under the federal CMS Rural Health Transformation Program. Year 1 provides $9.5 million in FY26 for 5–10 rural provider-led projects deploying proven technology solutions that improve care delivery, sustainability, and benefit to rural Kansans. Awards are $1–3M per project. Eligible providers include rural hospitals, clinics, health centers, tribal facilities, community behavioral health clinics, SUD providers, and long-term care, plus others if projects directly benefit rural areas. Non-rural entities may participate only if activities are focused on rural impact. Technology firms may only participate as vendors. Applications, with required supporting documentation, must be submitted via the designated Smartsheet portal by 12:00 PM CT, July 10, 2026. Award announcements are tentatively scheduled for August 7, 2026, with a project period from August 15, 2026 to September 30, 2027. Indirect and admin costs are capped at 10%. Awards contingent on KDHE’s receipt of federal funds. All other program and procurement requirements per 2 CFR are incorporated.
Kansas hospitals, physician practices (including solo practitioners), rural health clinics, federally qualified health centers, local health departments, Native American Sovereign Tribe healthcare facilities, certified community behavioral health clinics, licensed substance use disorder facilities, and licensed long-term care facilities located in rural areas are eligible. Non-rural facilities may participate if projects directly benefit rural communities. Technology companies may act only as vendors, not applicants.
